Essential must haves – accountability

Accountability

a) The framework must clearly lay out enforceable accountability mechanisms, as well as the process for accountability at a national, regional and global level. This must include national oversight and independent review mechanisms at the international level.

b) The framework must include mechanisms for mutual accountability between governments and donors.

c) The framework must include mechanisms for a governmental peer review process which includes civil society.

d) The framework must enable citizens in developing countries to hold their governments to account in real time for progress on commitments made.

e) The framework must include monitoring mechanisms with measures to disaggregate data so that the impact on marginalised groups can be properly addressed.

f) National processes must, in the spirit of democratic ownership, involve meaningful consultation and scrutiny by parliament and civil society.

I am fairly satisfied with this, but I guess I just worry that the implementation of this set of must-haves with be particularly difficult since many countries (North and South) are not so good with civil society consultation. Perhaps having these standards will compel governments to ensure proper consultation, but it could also go the other way.

This is a really important section - great to have the accountability issue foregrounded. It might be sensible to introduce some specific requirements on transparency here, as this is such a crosscutting issue for facilitating accountability. Small editorial note: There seems to be a repetition between points B and E.

Might it be worth a clear, general statement of who the framework-implementers should be accountable to? Not least, I take it that accountability is one thing we owe to the people we're trying to help. Does the "national" level of accountability (b), (e), (g) capture this adequately?

We must ensure that the agenda beyond 2015 is inclusive. Third countries like ours must to sit back only to be used as guinea pigs in development. Look at what is happening with Bio-gas now competing for food with hungry people. This is wicked. Yes it is possible to make earth just and fine for all of us Saa
